Abstract
In the modern world, there is a global process of humanization of society and recognition of the rights of all people to full and active participation in social and cultural life. In this regard, tourism, as one of the world largest industries, is becoming a tool for integration, rehabilitation and self-actualization for people with disabilities. The article is devoted to the urgent problem of ensuring equal access to cultural values for all categories of citizens within the framework of the inclusive tourism development. The paper purpose is a comprehensive readiness assessment of the museum infrastructure of Tula, a city with a rich historical and cultural heritage, to serve people with various nosology. The paper presents a study of inclusive tourism development history at the international, domestic and regional levels. The key stages of this direction development and successful practices of its implementation are considered. The research empirical basis was an analysis of the accessibility of seven Tula museums for three target groups: visitors with limited mobility, people with hearing impairment and those with visual impairment. The analysis, based on a full-scale survey of museums and semi-structured interviews with their staff, included an assessment of the entrance areas and interior areas of cultural institutions. The evaluation criteria were selected according to the requirements of the current regulatory documents. The research results can be used by the local government and Tula museums in order to develop effective measures to create a barrier-free environment. The implementation of these measures will contribute not only to improving the life quality of people with disabilities, but also to the socio-economic development of the museum environment and the tourist attractiveness of the city as a whole.
