Tourist tax is planned to be introduced in the whole territory of Yaroslavl region from 1 January 2027. The fee for overnight stays in hotels will be levied also from residents of the region. It is expected that its revenues will exceed 300 million rubles per year, which will go into local budgets.
Previously in the Yaroslavl region there were no plans to introduce a tourist tax. In 2024, the government said that other tools would be used to develop tourism and replenish the budget from this area: attracting investors, creating new hotels and tourist exhibition sites. However, things have changed.
The proceeds will go towards roads, infrastructure development and social support. Mayor of Yaroslavl Artem Molchanov said that part of the funds will be used for cleaning and waste removal. Under the current financing model, rural and small towns are not able to cope with the burden.
The problem is region-wide, but it is particularly acute in the Pereslavl and Yaroslavl districts. Therefore, the tourist tax will also be used to ensure regular cleaning of areas, maintenance and improvement of container yards, as well as modernization of the entire waste collection and removal chain where the actual load exceeds the estimated.
According to the authorities, the introduction of a new tax will not scare away tourists, and the districts will receive serious money. Of course, there is a risk that hotel prices will rise - the tourist tax is paid by organizations and individuals providing temporary accommodation services. But the rate is small. When the tax was introduced in 2025, it was one percent of the value of the room. Every year until 2029, it will be added by a further percentage. Thus, next year the Yaroslavl hoteliers will be charged three percent.
According to preliminary calculations, in 2027 the new tax will yield more than 300 million rubles. In the government of the region, "RG" specified that this amount is calculated on the basis of the number of overnight stays in 2025. That is, last year in the Yaroslavl region stayed at least for one night about three million tourists.
In all, according to the authorities, 13.2 million people visited the region. The government aims to increase this number to 25-30 million people: federal investment is directly linked to guest numbers.
